Pedestrians can not cross the bridge, but there is a bus service, you can use.

Bus number 753 (as of May 2011) at the big main road, just before the toll cross the bridge.
The bus stop is located under the small bridge.
The bus runs e.g. to Place the Marques Pombal, there is a metro station.
The 3-day-card of Lisbon is also valid from here.
