I recommend to contact Spanish Railways RENFE directly: [ux]http://www.renfe.com/viajeros/movilidad/renfeatendo.html[/ux]

However, as far as I know, the regional trains from Vigo to Tui are not equipped for passengers with reduced mobility.
You can find trains from Santiago to Redondela or Vigo and trains from Redondela or Vigo to Tui here (there are no direct trains from Santiago to Tui): [ux]https://rail.shop/renfe/[/ux]
