Hello Kristina.
I can tell you only the railway related information. If you travel by direct Railjet train you can take a dog with you. The dog must be secured with a muzzle and a leash.
The ticket price is 10% of the full fare.
But it is easy to book, the ticket for your DOG and YOU. Ticket prices start from about 35 Euro.
Go to https://rail.shop/oebb and select as travellers one adult and one dog. That's it. As earlier you book , as cheaper the tickets are.
Concerning "border crossing Austria-Hungary with a dog": as I said, I am not an expert for this. I only can tell you, there is the EU-animal-passport required and a rabies vaccination (at least 21 days old or older).
I hope this will help you. Enjoy your trip and best wishes, Pete :)
