Hi, does the interrail pass cover the cost of buses anywhere around Pompeii, Sorrento, Positano and Amalfi where there are not always trains? Thanks

NO.
In fact there ARE trains/more like narrow gauge light rail, sometimes called the Circumvesuviana, ranging out from Napoli. Your Interrail will also not be valid on these. There are special and not that expensive local daytickets and also tourist tickets for that area, incl some musea etc. However many people review that these trains (and buses too) are old, prone to breakdown, often on strike and/or delayed, as traffic is bad to very bad.
In IT an Interrail ticket is ONLY valid on TrenItalia (formerly FS) trains and all longer distance trains MUST be reserved and this can now only be done in person at a station and pay the fee. For short local trips it does not make sense to use IR-passdays, as these are very cheap. Many branch lines and local lines are not run by TrIt, and also the commercial competition has superfast treni on the main big network by ITALO. As such however this is not nay different from about any country that accepts IR.
