Can I, as a resident of Greece, buy and travel around Balcan countries by a BALCAN FLEXI PASS? I read I can\'t!!!
If not, do you know another cheap ticket I can use for balkan countries?

Where did you read this?
I do not know of such a rule. The Balkan Flexi Pass is available to everyone.
Only in your country of residence the pass is valid only for a round trip to the border and back (eg if you are from Greece you can only travel from your city to the border and back).
