I don't know either there is an official regulation or not.

As we've been on tour in Sweden, we used local buses of Kalmar Länstrafiken and Kustbussen Blekingetrafiken by using our Interrail tickets.
The bus drivers accepted them without problems.

SOME of their routes are indeed replacing trains and thus will/should accept IR.-esp. KYSTbussar.
However, as one cannot pay with cash anymore on buses, many drivers simply avoid all the fuss trying to explain tourists (and no, not anyone in SE taler the angliska) how to get tickets=billetter. You can buy tickets from any village in SE to any other-this is called RESplus and includes both train, bus, and sometimes even boat/ferry.

busses we used from Nässjö to Vimmerby and Kalmar to Karlskrona.
